Policy background: Bilateral policy agreements between the EU and Ukraine

This first section of the inventory of the current instruments, rules and regulations on Community (EU and Ukraine) and bilateral (EU Member States and Ukraine) level lists the bilateral policy agreements between the EU and Ukraine which constitute the policy background on European level.

It covers the following 11 agreements:

  • Partnership and Cooperation Agreement with Ukraine, 1994 (came into force: 1998)
  • Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one Part, and Ukraine, of the other part (1 January 1995)
  • Protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and Ukraine, of the other part, on a Framework Agreement between the European Union and Ukraine on the general principles for the participation of Ukraine in Union programmes
  • Agreement on cooperation in S&T between the EC and  Ukraine (into force from 11/02/2003 and renewed on 8/11/2004)
  • Agreement on renewing the Agreement on Cooperation in Science and Technology between the European Community and Ukraine (first renewal came into force as of  8/11/2004)
  • Agreement for Cooperation between the European Atomic Energy Community and the Cabinet of Ministers of Ukraine in the field of controlled nuclear fusion (into force from 13/11/2002 and to be renewed on 13/11/2012)
  • Agreement for Cooperation between the European Atomic Energy Community and the Cabinet of Ministers of Ukraine in the field of nuclear safety (into force from 13/11/2002 and to be renewed on 13/11/2012)
  • European Atomic Energy Community (EURATOM) and the Cabinet of Ministers of Ukraine for
    Co-operation in the Peaceful Uses of Nuclear Energy
  • ENP European Neighborhood Policy - EU-UKR Action Plan
  • Agreement between EC and Ukraine on GALILEO and Air Transportation (June 2005)
  • Agreement to Establish a Science and Technology Center in Ukraine (STCU)  - 1998
